Manufacturing Constants and Commitments

In document 1407875.1 there is a statement that says "When you choose either 'Soft, Hard when printer', or 'Soft at creation of Parts List', any lin item in the parts list my be hard-committed prior to printing or relieving the inventory,"

I need to understand how and why this happens because this is causing an issue for us.  We have selected both options in our test environment.  We created work orders several months into the future.  When we generated the parts list, it hard committed the inventory immediately.  This causes problems if we need to transfer the inventory from that location.  We have set it to allow inventory to go negative in order to allow the transfers but we don't want it to commit the inventory in these cases.  Our commitment window for work orders is 7 days.  How can we
