Custom Profile not working

Hi All,

I have created a custom profile from the Define Profile Options form in System Administrator responsibility and created this custom profile excatly same as HR: Security Profile. However, when I use this profile option to assign Profile System Values either on responsibilty or user, this does not work as expected. However, when the same Profile Sytem Values are assigned to responsibility/user through HR:Security Profile, this gives expected results.

Can somebody help me on this if I have missed some program or some step?
