Actual ship date is blank in f4211

Hello

I have a scenario where Actual ship date is updated in F42199 but not in F4211. i see the updated program ID as P4205 in F42199. What are the possible reasons left blank in F4211 file ?. I also observe that inventory relieved ,seen the entries in Cardex. JDE 9.0 version being used
