Inactivating a translate value question

Hi,

I inactived a PROG_ACTION translate value.   It is still showing up in the list of values on the applicaton program data page of maintain applications.  

What am I doing wroing?   I don't want the value to show up in the list.    And a second question,  if a prog action value has been used and it is inactivated, how is that suppose to appear on a record that had used that value?
