Ship-To-Site checkbox in Location form

Hi,

We do not have full HRMS and are using HR foundation for GL, AP and PO modules. For PO module we have a handful of locations that need to be available in ship-to field (iproc and Purchasing). However when we define the location the ship-to-site checkbox becomes automatically checked and is protected against an update. We can uncheck Bill-To-Site but since we cannot uncheck the 'Ship-To-Site' checkbox any location defined in the location form is available in Purchasing. Can anybody help is expalining why is this happening?
