Push Replenishment not working

We are preparing for upgrade to R12, so I am trying to learn how Push Replenishment works.  I have been testing it in a test environment, without success.  When I run the Push Replenishment concurrent request, the output file is always empty and there are no replenishment tasks created.  There are several items that have booked sales orders which I think should generate advance replenishment tasks.  I have tried a variety of different parameters, but nothing seems to work.  What am I missing?
