Application Accounting Definitions are not imported as part of R12.2.3 Upgrade

Hi All,

We have upgraded from 11.5.10.2 to R12.2.3. However i found that "Create Accounting Program" was failing with an exception "Standard Accounting Definitions" are not available. Then i found in the metalink note asking to import the Application accounting from the directory path for example : /data/oracle/dev/apps/apps_st/appl/po/12.0.0/patch/115/import/US/apxlaaad.ldt. Then the create accounting program ran successfully after importing this .ldt file. My question is as part of upgrade i believe that the standard accounting definitions should be available by default instead of importing them explicitly. Is there any SLA patch that we are missing? Your suggestions are highly appreciated.
