R12.2.3 upgrade is hanging (iex13987015.sql)

We are doing upgrade, 17020683 patch is hung past  1 hr  this is sql is taking lot of time to execute --> iex13987015.sql, tried to skip this job but adctrl is not working in R1223.

update: iex13987015.sql script internally executing adutlrcmp.sql script due to this patching looks hanging, i am closing this thread.

no errors in database alert log file and no errors in path log file.

completed: file iexupbil.sql on worker  3 for product iex username IEX.
