R12.1.3 : Re-linking application programs error occurred while applying Patch 17659392

Hello,

- Form which opens after pressing 'Deliver To' button [from 'Submit Request ' form] is not opening completely.This behavior might be because of patch 17060994 was applied before.
- To overcome this issue per the Meta-link Doc ID 1629453.1, we applied Patch 17659392. Though patch 17659392 applied successfully, it faced 're-linking application programs' error while applying it.[attached adrelink file]
- Patch 17659392 was applied on Dev and we want to move it to production;
Please advise if this patch is safe to move to Production ?
Workaround to overcome errors mentioned in 'adrelink' log file.
