Siebel Tools Install error with 64 Bit Windows 7

Siebel Community:

I am trying to install Siebel Tools on a machine with Windows (64 Bit).  This is the first attempt of a Siebel Tools install on a 64 bit machine in our environment.

In our environment, the version of Siebel Tools being installed is the base 8.0.0.0 application.  Then we apply all the patches to get to 8.0.0.9 Quick Fix 0994.  However, I am getting this error during the Siebel Tools install (from setup.err):

Required software component: IBM DB2 UDB ODBC DRIVER version 7.1.0.82
Software component was not found.

I've been searching around on the Community, Support Web, and Google, but I haven't found anything that seems to solve the problem.
