For user to be able to view expense report of particular department

We are using EBS version 12.1.3

We have request that for a particular user to be able to view all the expense report of employees within the approved department. I believe this maybe a functional setup? Could any gurus please comment on this and see if this is possible? Or, is there a particular responsibility that is able to have this capability? Please advise. Thank you very much.
