View only access for Budgets (Financial Plans)

Hi,

We are on 12.1.3 and are using the project management model for budgets (financial plans).  We use very little other functionality under the html menus.  I am trying to create a view only responsibility which only allows access to view budgets (along with other forms based items).  To work through the html side, I have started with the seeded Project Manager responsibility, which is assigned the seeded menu Project Manager Responsibility Main Menu and has no menu exclusions.  From the implementation guide, I reviewed the Budgeting and Forecasting Functions section and was under the impression that I could exclude the
