Information required about the Integrated SOA Gateway

Following various oracle documents we have generated and deployed a web service via the the Integrated SOA gateway.

The internal name of the PLSQL API is HZ_PARTY_V2PUB.

Grants have been created for all users (This is an internal test system)

A developer has been trying to consume the web servce using visual stuidio 2013 and is having problems. The developer has therefore posed the following questions.

1) Are the web services of Oracle's Public API's cross platform (i.e. can they be consumed by java AND .NET)?

2) What version of WSDL has been published, 1.1 or 2.0 (some tools are not compatible with 2.0)?
