Does dbconsole require a licence from Oracle?

Hi

I have just installed a new 11g database Enterprise edition on a Solaris 10 server. We are not licenced for Grid Control.

However I would like to use dbconsole.

Does this require a licence? Initially when installed, all the management packs are enabled. If dbconsole requires a licence, can I use the basic functionality without a licence?
