WO's not generating, printing & attaching BOM's and Rtgs.R31410

We have an issue in some cases where when we run R31410 for multiple WO's some WO's are not generating WO, attaching BOM & Rtgs nor printing documents. We recently tried to run R31410 for a range of WO's and 5 did not generate WO, print or attach BOM and Rtg. We have checked effectively dates and they are Ok for both BOM's and Rtgs. On the attached file form data browser file F4801 you can see only difference is (Unprinted orders are highlighted) the PL code is not changed to 1 on WO's that did not attach BOM, Rtg,
