R12.1.3 - Restricting data by Project Tasking Owning and Expenditure Orgs

We are on R12.1.3. We have project task owning and expenditure orgs created for each site. There are multiple sites in an operating unit. We have requirement that we should restrict the ability of users from a particular site to be able to see only projects, expenditures, budgets and reporting only for their site, not for site B. Is this possible using standard functionality, if yes, how?
