TSG not displaying the answer set of a question

I am creating a new TSG and in two of the branches within the TSG, two of the questions are not displaying the answer set.  Instead, the question is displayed, a single radial button is displayed, and then on the right hand side there is a little icon which when you hover over it, it says 'execute action' (screen shot is attached).

The question is a simple, single selection with an answer set that is active and has multiple values entered in the answer set detail.

I am not sure what is causing this, nor have I been able to resolve it so that the list of possible answers is displayed to the user when executing the troubleshooting guide.
