Entering Bid data for proposed jobs

Does anyone know or use one of the JDE World modules for entering bid data on proposed jobs/projects.  We are looking to track all bid proposal data so we can better analyze which jobs we win and don't win.  I've looked a little at the Reqs/Quote Mgmt module but we're not buying items, so it's not a great fit.  I'm starting to look at the Work Order system which seems to hold some hope.  Just thought maybe someone has gone down this road before.  And currently trying to manage this data via spreadsheets is not working.
