oracle linux - cgroups - cpu.cfs_quota_us & cpu.cfs_period_us not available

in Linux Operating System (MOSC) Question

I was trying setup cgroup on Enterprise Linux version 2.6.39-400.215.3.el6uek.x86_64 with fair scheduling; however, I am not seeing cgroup hierarchy containing parameters cpu.cfs_quota_us and cpu.cfs_period_us.

Appreciate, if you can help me with some reference documentation on how to place CFS bandwidth control ... on various reads, looks like it is a CONFIG_FAIR_GROUP_SCHED extension.
