PeopleSoft FSCM 9.1 how to close an old PO that got stuck in processing?

We have a really old PO from back in 2012 that got stuck in processing. They could not move forward with it so they created another PO to take its place and ran that one through instead. Now this old PO has been sitting out there stuck for a long time and they just want to know how to get it closed and make it go away. What has to happen to it to make it eligible to close?
