12.2 upgrade patch 13543062 failing

We are running a 12.2 upgrade and when attempting to apply 13543062 the patch displays the error below. No other information or clues given. Has anyone every encountered this error and have a solution?  Does anyone know what an "ign" is or what is calling aiuoraGetAppsneInfo? We have opened an SR but I'm still investigating myself. Any input appreciated.

AutoPatch error:
Error occured in aiuoraGetAppsneInfo while determining oracle id and ign for APPS_NE schema

AutoPatch - aiuoraGetAppsneInfo: INFO:  ORA-01403: no data found

You should check the file
