Siebel BIP Report doesn't use Chinese value in LOV

Dear all,

I put a BIP report template into Siebel 'Reports-Custome Templates' and I create ' Language=Chinese(PRC)' item in Translations View.

I put  rtf file 'SVR_VAN_zh_CN.rtf' in the path'D:\CTIER\siebsrvr\XMLP\TEMPLATES'.  xlf file 'SVR_VAN_zh_CN.xlf ' in 'D:\CTIER\siebsrvr\XMLP\xliff\chs'.

After uploading the rtf and xlf file, the report works well. But,

Although I login into the Siebel from 'http://localhost/eclinical_chs/start.swe' , the LOV value in PDF Report also dispaly in English, not Chinese.  For example, the value ' Clinical Protocol' in LOV, Chinese is ' 临床方案'. I want the '临床方案' in this report not 'Clinical Protocol'.   The LOV value '临床方案' displays right in
