Min\Max Replenishment working as constant

Hi,

     We're testing min/max type of replenishment.

As per the understanding that we have replenishment will not happen until the stock is <= min value at the time of execution.

But during testing we found that it's working just like constant where it's replenshing the stock to max value in each execution.

Do you know what might be the issue here.
