Pricing formula between Unit of Measure (UOM)

Hi,

1. All our items have primary UOM as GALLON, no secondary UOM (R12.1.3)

2. For all sales orders from a specific warehouse, there should be a surcharge of $1.00 per each LITER

Question - Even though the sales order lines are entered in GALLON, surcharge of $1.00 should be applier per each LITER. How do I achieve this? UOM conversion between GALLON and LITER will not help because the conversion is item-specific.

Can you please share if there a work around like formula?
