How I can limit the quantity of a PO that is related to a GBPA?

I created a GBPA a limit value on header level to line level but also included the "Agreed Amount" and "Agreed Amount". The problem is when I create a PO document related to GBPA because the creation of the PO is not restricted, you know how to do to take the line level data?
