Pick release not happening even though no hold and stock is there

Pick release not happening even though no hold , stock in hand. Inventory period is also open. However in pick release rule, in schedule ship date and request date section , Start within field is blank, but End within is 1day time 00:00:00 . Please guide. what is the root cause.
