Remember to use sql advisory when seeing a poor performing sql.
Remember to use sqltune package when seeing a poor performing sql. Once the profile is accepted and the performance is better, then we can investigate why the sql is performing badly by running sqltxplain.
You can run it from grid control or manually. Use following note:

Once the the performance is better, then run sqltxplain for the query to potentially find the cause of slow performance:
