Public Dashboard question

I have a question about how the Public Dashboards are intended to work in 11.1.2.3.500.

Here is what is happening for me:

I log into ARM as an admin, I view the Public Dashboard, I update the My Worklist and Reconciliation List portlets to display two periods, I then Save that view as Default.

When I log into ARM as a Preparer, go to Dashboard, right-click and add the My Worklist and Reconciliation List portlets, I see that they are both showing the two periods as the admin defined them.

I then log back in as Admin, select a third period and save that as default.
