CPU patch question

I have opened SR for the question, but I also wanted to ask it here as well. Our EBS version is 12.1.3 and database version is 11.2.0.3. If we want to upgrade our database to 11.2.0.4 version, which CPU patch on the database side and EBS application side do we need? I saw the note 1594621.1 for January 2014 CPU has database version 11.2.0.4 listed. All the prior CPU note 1548709.1 July 2013, 1571391.1 October 2013 CPU note does not have 11.2.0.4 database version listed. Our current CPU is a little behind due to previous resource issue and we only have January 2013 CPU patch applied. So, if we upgrade our database version to 11.2.0.4, do we only need to apply the CPU patch that is from January 2014 and onwards and skip all the 2013 CPU patches? Also, if we skipped January 2014 CPU patch for some reason, can we directly apply April 2014 CPU patch for both database and application side? Will the April 2014 CPU patch include
