how to change CTSS to active mode?

Just got a RAC env. This RAC is based on 2 linux servers.

To my surprised, these 2 linux servers don't have identical time!!

Also, one linux's ntpd is started. Another is stopped.

I think when someone was installing RAC, he forgot to synchronize the time between 2 linux servers.

So my questions are:

1. Synchronizing the time between 2 different linux servers, is the basic pre-installation step. If the time is not identical at these 2 linux servers, is it impact the installed RAC?

2. For my case, can I stop ntpd at both linux servers and then enable CTSS?  Does this solution can save my current case? If so, how to enable CTSS to active mode?
