When Posting will lock GL_BC_PACKETS ?

Dear all,

I found GL posting has poor performance in recent months.  When I look in the v$locked_object table, I observed that the posting has locked the GL_CONCURRENCY_CONTROL, GL_BALANCES and GL_BC_PACKETS tables. 

I am not quite understand why posting is locking GL_BC_PACKETS table.   There is no match with GL_BC_PACKETS for that je_header_id.

Anybody can tell under what circumstance that posting will lock GL_BC_PACKETS?
