form library generation issue during 14082924 patch apply

hello,

i was requested to apply patch 14082924 but in the end i received issue:

"the following oracle forms objects did not generate successfully:

au resource ARXRWLLC.pll"

see attached log files

1-i search on metalink and found one id note to apply 6400501 patch to fix the issue, but this patch not available for windows 2003 server (32 bit)

2-also i tried to compile the library manually and received
