Unable to Create Territory in Advance Collections

Hi Gurus,

While creating Territory I am facing "The Create Territory: Select Template function is not available under the CRM Administrator responsibility" in CRM Administrator responsibility,Territory definitions report form.

Please guide me how to create Territory in Advance Collection.
