What is the most common way for accessing ESS/MSS portlets - only VPN or on site?

I am trying to provide some guidance on accessing the ESS/MSS portlets and want to know the most common way to access the SS portals? do most companies require access via VPN or must the employees/managers be on site? This is for E1 9.1; using Oracle Weblogic and E1 Collaborative Portals.
