pdf reports appeared in garbage (Greek) characters

Upgrading from 11.5.10.2 to 12.1.1 pdf reports appeared in garbage (Greek) characters:

When a report uses Arial font of size 10 then pdf format show correct font Helvetica. If we changed font size to 11 then pdf file used Symbol font and as a result report appeared with Greek character.

uiprint file was not modified and have the mapping under [ General ] session:

Arial = helvetica
