Not Able To Select A Bill_to Or Ship_to Of A Related Customer in Service Request form

I have setup customer account relationship established between two customer accounts. There is no party relationship though. Under Service Request form > Charges tab > Bill To subtab I am expecting to select the related customer account Bill-To. It does not show the related customer account. However if I establish party relationship it is showing up. Please advise why the customer account relationship only is ignored. I am on EBS R12 12.1.3. Referred
