Unable to Check 'Use Approval Hierarchies" option, for enabling Approval Hierarchy

I want to Setup Position Hierarchy for PO Approval. So, tried enabling the Approval Hierarchyby navigating to

PO Responsibility-> Setup -> Organizations -> Financial Options(We are running onOracle EBS R12.1.3)

When i try toCheck "Use Approval Hierarchies" option , it's not letting me savethat saying "Value684015 has been disabled".

How can i Solve this issue ?
