Java Code Signing Certificate

I have upgrade java to latest version. I am referring Enhanced Jar Signing for Oracle E-Business suite (Doc ID 1591073.1) to get ride of the have security pop-up. In the document, it is mention that, i have to summit my certificate signing request(adkeystore.csr) to my official certificate authority. Please can you all help me how to submit as I don't have official certificate authority. Do we have to pay for this signing request. If so, to whom?
