how can we restrict a user not to release a recommendation multiple times

1.we have created an MDS

2.ran the standard data collections

3.created a plan with plan options

4.Opened the recommendations from SCP Workbench

5.selected Item -->More (Right bottom Corner)-->supply-->checked FOR RELEASE--> plan-->Release

6. with above steps we are able to create po/work orders

7. our concern is if we launch plan again we can create multiple po/work orders  for single requirement as system is allowing
