global agreements

Is it possible to create a standard purchase order release for a global agreement without also creating a requisition?  R12.  If it is possible, how is it done?  I don't see a way.  I've also tried setting it up to autorelease from the requisition with no luck. Buyers are thinking it's way too much work going to global procurement, it requires three documents instead of two or even one as far as I can see.
