FDMEE - POV Lock? Global POV Mode

Is there any POV Locking availability in FDMEE? The only thing the admin guide has is “If the POV Lock option is enabled, FDMEE administrators and end users are restricted to posting journals to the FDMEE global POV.” I am not interested in Journals, rather trying to find the FDM Classic functionality of locking a POV from use (Period & Category) that has already been processed.

Second question - all the documentation says about Global POV Mode is “When this is set to Yes, other POVs (Application Level and User Level POVs) are ignored.” I suppose this means that the users cannot set their own default POV using User Settings? Is
