Use a report variable as data selection?

I'm writing a report that goes after the F0911. I do a single fetch and bring back some data that fills in a report variable with a business unit number for certain transactions. This works great. Now I want to add a version that does data selection on that business unit number (specifically - when it is blank). I have Set Append Flag - Yes and I have tried doing a Set User Selection. Is there anyway to do data selection on a report variable?
