R12 Global Consolidation System question

Can a Primary Ledger be a Parent (Target) in a Consolidation Definition when 'Consolidated Ledger = N' in the Accounting Setup under Additional Information? What if the proposed Parent (Target) is assigned to a legal entity? I want to use the Consolidation Mapping to map another COA into a primary ledger that is further consolidated into a Consolidated Ledger.
