OEM 12c Release 4 Repository Certification

Oracle Database 12.1.0.1.0 is certified for OEM 12cR4.  Are we allowed to apply latest GI and RDBMS Patch Set Update (PSU) -- 12.1.0.1.3 -- and maintain certification.

Lastly, although not listed in certification, is Oracle Database 12.1.0.2.0 certified with OEM 12cR4?
