Error in ben_element_entry.get_abr_assignment

Hello ,

I am getting an error under employee self service in the app:

When I go Employee Self-Service > Benefits

I see this error:

No activity base rate has been found for the enrollment rate. This error has occurred in the following package : ben_element_entry.get_abr_assignment. Context at the time of error : Activity Base Rate ID : 149 Effective Date : 01-JAN-0001

does anyone know what could cause this error?
