URGENT Help Required - How to create a local catalog without inventory items in iprocurement

We have a requirement as :

1. Local store with local catalog.

2. Local catalog should contain the service items (Items that are not defined in the inventory) which would be present in BPA connected to purchasing category only. Since there are no inventory items so there are no item categories attached.

Creation Process:

1. Created a Shopping category

2. Attached shopping category to the purchasing category

3. Created a content zone with Include items from specific categories and attached the shopping category.

(Received error. ORA-06512: at "APPS.ICX_CAT_SQE_PVT", line 131 - Shopping category is not mapped to any item category)


Please help me in creating a local catalog based on items from a BPA.
