default values on comm_srch and cmmt_srch

I see on the search records for components comm_management and cmmt_entry that the default value for Institution is coming from OPR_DEF_TBL_CS.INSTITUTION.     

I can query OPR_DEF_TBL_CS and see that the users are in there with a institution defined.   Yet when they navigate to

Campus Community >Communications >Person Communications >Communication Management

and

Campus Community >Comments Comments - Person >Person Comment Entry

institution is blank. 

What else needs to be setup for this to work?
