R086401 OSHA 300A report

Anyone have experience with the R086401 Osha 300a report?  We are testing this report, but the Total Number of Hours and Average Number of Annual employees appears to include all employees, and does not reflect the Establishment entered into the P086400 when submitting the report.  I've assigned the establishment to employees in the supplemental data.  Injury cases have been entered, but the ave number of employees and total hours does not seem correct.

Any ideas what I might be missing?
