Where to turn this rule off

When I try to assign a fund to a commitment that  create negative remaining ballance of the fund, I got this message "Remaininf Balance of fund <what ever fund I choose> Cannot be less than Zero."

I have look all over the rules areas, in template, project , company etc.. But I still can not figure out where to turn this rule off.

Please help.
