RUP 7 - How do I turn off the new attachments page in the Ben Train

RUP 7 provided  a new page for uploading attachments in Self Service Benefits as shown below.  I have two programs and one of my programs would never need attachments.  Is there a way I can hide this new page for just one program? If not, how do I just hide it all together?  Any help anyone can offer would be greatly appreciated. Thanks.

3.3 Attachments in Self-Service Benefits

Currently, there is no ability for a participant to provide documentation as part of the self service benefit enrollment process. If there is any required documentation or certification, the participant must send this information to the benefit administrator as a separate action. This enhancement will allow the participant to view what type of documentation is required to complete the enrollment and provide the ability to upload and forward that documentation during the enrollment process.
